Important update! MANRS Steering Committee Elections Postponed One Week

Dear MANRS participants: Last October 1, we announced that nominations were open for three seats on the MANRS Steering Committee. After our announcement, we received feedback from several participants that the original proposed election dates, November 4–6, were not ideal, so we agreed to move the MANRS Steering Committee election to *November 11–13, 2024*. Nominations will remain open an extra week, too, until November 5. Good news if you are considering running for any of the open seats! Get Ready for MANRS Steering Committee Elections!

Dear MANRS Participants: Next week, *on October 1, 2024*, nominations will open for *three seats on the* *MANRS Steering Committee <https://manrs.org/about/governance/steering-committee/?swcfpc=1>*. The nomination period closes *on October 29, 2024, at 23:59 UTC*. The process is outlined *in this document <https://manrs.org/about/governance/steering-committee-election-process-2024/>* . Seats currently held by *Andrew Gallo*, *Flavio Luciani*, and *Warrick Mitchell* are available. Steering Committee members may serve a maximum of two consecutive three-year terms; all three incumbent members are eligible to run again if they so choose. *Get Ready to Vote:* - If your organization is a MANRS Participant, *make sure you know who your voting representative is and update information as needed*. Log into your *MANRS Observatory <https://observatory.manrs.org/?swcfpc=1#/overview>* account and check your profile (in the top right of the screen). It will tell you if you are the primary contact for your organization, or who it is if it is not you. - *Contact us to make any changes before 25 October 2024.* - MANRS Participants will *vote online from 4-6 November 2024*. Survey on barriers for RPKI adoption

(Apologies for duplicates) Hello everyone, As part of the NRO RPKI Program<https://www.nro.net/technical-coordination/security/certification/#rpki_pro…> we would like to know more about the community’s expectations with regard to consistency in RPKI implementations across the Regional Internet Registries (RIRs). Our end goal is to define what a single, global RPKI system would look like. We want to know more about the experience of managing resources through multiple RIRs in order to understand whether the differences in the RIRs' RPKI implementations are hindering RPKI adoption, more specifically Route Origin Authorization (ROA) creation, and if so, which differences are the most painful. This will allow us to focus on making those aspects of the RPKI system more consistent. Are you a network operator with permissions to create ROAs for IP space allocated by multiple RIRs? Routine Monitoring of Source Address Validation Deployment by Operators

Dear MANRS and RIPE members, My name is Gaoxing Zhang, and I am a computer enthusiast from the High School Competition Team at Hangzhou Dongfang High School. Recently, I've observed that although MANRS requirements mandate Source Address Validation(SAV) for its members, some operators have not fully implemented this practice in their networks. Therefore, I propose to routinely monitor the deployment status of SAV across ASNs to ensure compliance with MANRS guidelines and enhance network security. I am currently unaware of any existing projects with a similar focus. It has come to my attention that operators at IXP facilities, even including major entities like Google, fail to enable SAV. This issue also persists in-home broadband services obtained through PPPoE, which could lead to Infected Home Routers becoming sources of DDoS Attacks and Are Difficult to Trace. In my tests, I announced my IP thought tunnel on a different operator’s network and configured the Next-hop Address to a home broadband gateway obtained via PPPoE. The results indicated that Source Address Validation by China Telecom’s home broadband is only partially implemented in Mainland China, with most IP addresses from the region being accessible through this method. Here are some methods I have considered for ongoing monitoring: 1. Announce a new IP block upstream to receive inbound traffic. 2. Deploy a tunnel on the device connected to the ISP being tested, which will link to the upstream receiving the inbound traffic. 3. The IP block will not be announced to the ISP being tested but only to the upstream used to receive inbound traffic. Check the connectivity to major public DNS servers when the Next-hop address is set to the ISP being tested. 4. If it is reachable, it indicates that the ISP’s device lacks Source Address Validation. I plan to deploy test equipment at major IXPs (currently seeking equipment sponsors) and access points for some residential ISPs (with the assistance of volunteers). The testing environment will be a Linux-based VM, utilizing Python to switch Next-hop based on test targets and assess the accessibility to major public DNS servers, as well as to upload data to a backend system.
