Dear MANRS
Steering Committee members,
Thanks very much for proving this update on the MANRS Community Charter.
Please note that I have one comment;
My comment is related to the intention to remove the following categories/groups of MANRS participants from the MANRS charter: Network Operators, Internet Exchange Points (IXPs), Content Delivery Networks (CDNs) and Cloud Providers,
Equipment vendors, see:
·
https://docs.google.com/document/d/16Fp01L_WawHanPWwmhLaBUPCx86kYYi9/view?tab=t.0
·
These categories/groups of MANRS participants, plaid and play an important role in MANRS, see e.g.:
·
https://manrs.org/cdn-cloud-providers/
·
https://manrs.org/equipment-vendors/
Since these categories/groups of MANRS participants, plaid and play an important role in MANRS activities/actions, see above, I propose to leave these terms in the MANRS charter, but with some modifications, on (1) change one of the
sentences in current section 1.2 (2) move sections 1.2.1, 1.2.2, 1.2.3, 1.2.4 to Section 1.3 (will become 1.3.1, 1.3.2, 1.3.3, 1.3.4)
·
See these proposed changes in the MANRS community charter update in (https://docs.google.com/document/d/16Fp01L_WawHanPWwmhLaBUPCx86kYYi9/view?tab=t.0)
======================================================
1.2 The MANRS Participants are organizations that have met and continue to meet the criteria as defined in MANRS documents and have been audited and approved by the MANRS secretariat.
MANRS participant’s representatives are individuals who act on behalf of a MANRS participant organization.
1.3 The MANRS Community is composed of the (representatives of) MANRS participants, organizations, and individuals supporting MANRS, its mission, and objectives. The latter group can be technologists, researchers, members of civil society,
and policymakers. Participation in the MANRS community is completely open; people can participate by subscribing to the MANRS community mailing list. Participation in the MANRS community takes various forms, from a mailing list discussion to virtual or hybrid
events. People participate in the MANRS community activities in their personal capacity.
Currently, there are four MANRS Participants groups/categories identified:
1.3.1 Network Operators – for organisations providing carrier services that can be identified by a unique Autonomous System Number (ASN) and present a common and clearly defined routing policy to the Internet.
1.3.2 Internet Exchange Points (IXPs) – for organisations providing physical infrastructure through which three or more Network Operators and CDN/Cloud providers exchange Internet traffic.
1.3.3 Content Delivery Networks (CDNs) and Cloud Providers – for organisations hosting and delivering Internet content, and providing cloud services.
1.3.4 Equipment vendors – for organisations developing routing or routing-related equipment.
Best regards,
Georgios

Subject: [manrs-community] MANRS Community Charter Review: Call for Comments and Webinar
Dear all:
As you may be aware, we have initiated a process to review and update the
MANRS Community Charter.
Many things have changed since MANRS began, and our existing Charter, published
in 2021, needs to be updated to reflect these changes. We believe that these changes are necessary and that the process must be as inclusive as possible.
Now that we have the
MANRS Development Process (MDP) in place, the Charter review is being carried out using that open, participatory
framework.
The Charter review, therefore,
is a collective effort, and we count on you to speak up… and vote.
Right now, it is time to speak up and to have your voice heard. The
Call for Comments stage is open until July 1 through the manrs-community mailing list. For all the details, as
registered through the MDP, please visit:
To help you form an opinion, we are offering a brief
45-min webinar next week, where we will describe the proposed changes to the Charter:
Webinar on the MANRS Charter Review Process
Thursday, June 26, 2025, 13:00 – 13:45 UTC
You will also receive a calendar invitation following this email.
Please feel free to use the mailing list to share your thoughts about the process from now until July 1st. This is what it is for!
After the Call for Comments closes, we will be in touch about how the MANRS community can vote to finalize the Charter changes.
Thanks all, and best regards from sunny Brussels (quite an oddity!),
