Your Quarterly Update on All Things MANRS, July 2025

Dear MANRS Participants, We’re pleased to share with you the latest MANRS Quarterly Update - a quick look at our recent progress, activities, and what’s coming next. *Voting is Open Until July 22 for the MANRS Charter Review* Using the MANRS Development Process (MDP) <https://manrs.org/manrs-development-process/>, we are reviewing and updating the *MANRS Community Charter* to align it with today’s reality of the initiative, its stakeholders, and the roles we all play in shaping the future of MANRS (the current version of the Charter dates back to 2021). The process began on June 2, 2025, with a *proposal <https://manrs.org/proposals/21811/>* that outlines those changes. After closing the Call for Comments on July 8, the Steering Committee moved the proposal to *Last Call* on July 9. This final stage will be open until *July 22 at 23:59 UTC*. *Now It’s Time to Vote* The Last Call is, in reality, *a voting process*. Here is what you need to know about it: - The third-party voting system chosen for this process is Election Runner <https://electionrunner.com> - If you are the *primary contact of a MANRS participant*, as listed in the MANRS Observatory, you are entitled to vote, and you should have already received an individual ballot via email - The ballot was sent to all those contacts on *July 9 at 12:00 UTC by email*; if you cannot find it, check the following header details: - *From: Global Cyber Alliance <noreply@electionrunner.com <noreply@electionrunner.com>>* - *Subject: Your Invitation to Vote in the Election: MANRS Last Call* - The message contains a link to the vote, with 3 options: - I am in favour of the proposed changes to the Charter - I am against the proposed changes to the Charter - I abstain - Voting will be open for the entire period of the Last Call - until *July 22, 23:59 UTC* - Eligible contacts will be able to cast their vote only once - For further information, check the following resources: - Shaping the Future of MANRS: Defining Roles and Responsibilities in Today’s MANRS Ecosystem <https://manrs.org/2025/05/future-of-manrs/> - Next Steps in the MANRS Charter Review Process <https://manrs.org/2025/06/next-steps-in-the-manrs-charter-review-process/> - Webinar on the MANRS Charter Review Process <https://www.youtube.com/watch?v=gG4da_QOry8> *If you're eligible to vote, don't miss the chance to have your say on the proposed changes. *If you believe you’re eligible to vote, but haven’t received the email, please contact us. *Community Growth* - *26 new participants* joined the initiative this quarter - 23 network operators and 3 IXPs. Together, they represent 13 countries from all five RIR regions. Welcome! - Our *current total* is now 1,256 participants - 1,068 network operators, 150 IXPs, 32 CDN and cloud providers, and 6 equipment vendors. *In our interconnected ecosystem, growth is everybody’s business. Your MANRS participation won’t be fully effective until you have all your peers and clients on board too. So, send them over! Become our source of growth!* *Research* This quarter, we were honored to have an award-winning paper <https://www.linkedin.com/posts/khwaja-zubair-sediqi-3ba38526_tma25-bestpaper...> featured in our blog: - Unpacking the Bottlenecks in Relying Party Software Synchronization Delays <https://manrs.org/2025/06/unpacking-the-bottlenecks-in-relying-party-softwar...> Congratulations to all the co-authors! @Khwaja Zubair Sediqi <https://www.linkedin.com/in/khwaja-zubair-sediqi-3ba38526/>, @Romain Fontugne <https://www.linkedin.com/in/romainfontugne/>, @Amreesh Phokeer, PhD <https://www.linkedin.com/in/amreeshphokeer/>, @Massimiliano Stucchi <https://www.linkedin.com/in/massimocandela/>, @Massimo Candela <https://www.linkedin.com/in/massimocandela/>, and @Anja Feldmann <https://www.linkedin.com/in/anja-feldmann-9b19b65/>. *MANRS in the Community* - On *April 3*, Andrei Robachevsky (GCA) and Nick Hilliard (INEX), member of the MANRS Secretariat and Steering Committee, respectively, offered a session on routing security to the Experts Club of EU CyberNet <https://www.eucybernet.eu/>, a network of European cybersecurity experts supported by the European Commission and headquartered in Estonia. - On *April 28*, in Charlotte (United States), Leslie Daigle (GCA) offered a keynote address at the ARIN 55 event in which she mentioned MANRS in the wider context of GCA’s work with the infrastructures of the Internet.
