MANRS Community Charter Update - Call for Comments and Review

Dear community members, The MANRS Steering Committee is happy to announce that a Proposal has been submitted within the MANRS Development Process (MDP) and is now open for comments. Greetings I think the changes represent a logical and positive step as the program matures. One question I have is. For the 2 SC members that are appointed, it isn't clear to me that they are (or are not) subject to the same limits as elected members. Would the appointments be for 3 years? Staggered? Limited to a maximum number of (consecutive) appointments? Sec 3.3 indicates that _elected_ members are subject to such terms, implying that appointed members are not. Maybe that's enough, or maybe an explicit explanation would make it clearer. Minor editorial note. The first, annotated version, has two section 3s. Which was supposed to convey that every year they have to appoint someone, which may be just a re-confirmation. So basically, the term is one year, although it may be the same person forever.
Sec 3.3 indicates that _elected_ members are subject to such terms, implying that appointed members are not. Maybe that's enough, or maybe an explicit explanation would make it clearer.
Indeed, the terms specified in article 3.3 only apply to elected members, hopefully that reinforces the point in 3.2 above. But please let me know if you think that we should make this more explicit. E.g. by adding that these conditions do not apply to appointed members?

Dear community members, The community call for comments that lasted from June 3 till July 1 2025, is now closed. There were several comments on the manrs-community mailing list that raised important questions. Thank you for your attention and consideration. The Steering Committee have asked the Secretariat to address the issues raised and to present an updated draft proposal. After reviewing the draft, we will open a MANRS Last Call on July 9 2025 for MANRS participants to approve the revised Charter.
